Government Plans Major Tax Cuts on Property Transactions
Significant Reductions Proposed for High-Value Properties
Govt Property Tax Reduction in Pakistan
The government is considering a substantial reduction in property transaction taxes, particularly for high-value properties, in an effort to boost the real estate sector.
According to sources, the proposed reforms include a major tax cut for properties worth over Rs100 million and a reduction in advance tax for tax filers from 4% to just 0.5%. These changes aim to stimulate investment and create a more favorable market environment.
Officials reveal that the Federal Board of Revenue (FBR) has already begun drafting proposals to implement these tax reductions. The Prime Minister has also instructed authorities to expedite the process while ensuring alignment with broader economic goals. However, before finalizing the cuts, the government plans to consult with the International Monetary Fund (IMF) to ensure fiscal stability.

Tax Exemptions for Properties up to Rs5 Million
In a separate development, the Excise and Taxation Department recently announced that houses and residential plots valued at up to Rs5 million will be exempt from property tax. This decision was approved by the Punjab Cabinet, as per a notification issued by the Directorate General of Excise and Taxation.
The notification further clarifies that future property tax calculations will now be based on District Collector (DC) rates. Additionally, citizens will not be required to pay any extra property tax this year, according to Umar Sher Chattha, the Director General (DG) of Excise and Taxation.
Crackdown on Undeclared Income in Real Estate
Meanwhile, the Senate Standing Committee on Finance Sub-Committee, led by Senator Mohsin Aziz, recently held a meeting where FBR Chairman Rashid Mahmood Langrial outlined key measures to combat black money in the real estate sector.
The FBR has decided to ban property purchases worth over Rs10 million using undeclared income. Moving forward, individuals must declare their income in tax returns to conduct high-value property transactions.
Langrial highlighted that over 97% of property deals in Pakistan involve amounts below Rs10 million, meaning the new policy will primarily impact the top 2.5% of high-value transactions. He further emphasized that the real estate sector remains the biggest channel for funneling undeclared wealth, making this reform a crucial step in improving financial transparency.
Economic Impact and Future Outlook
These tax reductions, if implemented, are expected to encourage real estate investments, boost economic activity, and provide significant relief to buyers and sellers. At the same time, the government’s efforts to curb black money aim to ensure greater accountability and financial discipline in the sector.
With both incentives and regulatory measures in place, the real estate market could witness significant shifts in the coming months. However, much will depend on final approvals, IMF consultations, and investor response to these proposed reforms.
